YUTELNEWS.com | DPRD Kabupaten Jepara mengadakan rapat paripurna tentang Laporan Badan Anggaran (Banggar) DPRD Jepara, di Ruang Rapat Paripurna, Senin (13/11/2023) siang dalam pembahasan rancangan peraturan daerah Kabupaten Jepara tentang APBD Tahun anggaran 2024.
Acara ini dihadiri oleh Pimpinan Dewan dan Pj Bupati Jepara Edy Supriyanta, perwakilan Forkopimda Jepara beserta OPD terkait.
Hasil pembahasan oleh Banggar DPRD Jepara dengan Tim Anggaran Pemerintah Daerah (TAPD) Kabupaten Jepara hal ini setelah melalui pembahasan, pengkajian, dan penelitian. Maka DPRD Jepara dan Pemkab Jepara sepakat menerima dan menyetujui Ranperda RAPBD Kabupaten Jepara 2024.
Sebelum persetujuan RAPBD Jepara 2024 diwarnai dengan pendapat akhir fraksi yang ada di DPRD Jepara. Khoirun Ni’am dari Fraksi PPP menyampaikan agar Pemkab Jepara memberikan perhatian khusus terkait rehabilitasi bendungan Sambong Wali yang ada di Desa Bandungharjo.
Khoirun Ni’am akrab disapa Kang Ni’am anggota DPRD Jepara dari Fraksi PPP yang terpilih dari Dapil III (Kecamatan Kembang, Keling dan Donorojo) sekaligus Ketua Bapemperda DPRD Jepara dalam penyampaiannya dan pandangannya mengatakan,” Tentang perijinan karaoke yang ada di Jepara harus berdasarkan Perda No. 9 Tahun 2016 tentang Penyelenggaraan Usaha Pariwisata,” katanya.
“Usaha karaoke diatur di Pasal 27 angka 1 yaitu orang pribadi atau badan di daerah hanya dapat menyelenggarakan hiburan karaoke yang merupakan bagian dari fasilitas penunjang hotel dan restoran. “Minimal hotel bintang 2 (dua) dan kalau di restoran harus di ruang terbuka atau hall,” ujar Kang Ni’am.
Lalu di Pasal 28 juga diatur bahwa hiburan karaoke sebagai fasilitas penunjang hotel sebagaimana dimaksud pada pasal 27 ayat (1) harus memenuhi syarat sebagai berikut:
a. bersifat karaoke keluarga, b. tidak menyediakan pemandu karaoke, c. kedap suara, d. ruang karaoke berpintu dari kaca bening tembus pandang, e. pintu masuk tidak boleh dikunci pada saat jam operasional, dan f. tersedia lampu penerang ruangan yang terang/putih yang tidak bisa dimatikan pada saat operasional.
“Soal perijinan karaoke di Jepara, Dinas Pariwisata harus benar-benar mengikuti aturan yang ada di Perda No. 9 Tahun 2016 tentang Penyelenggaraan Usaha Pariwisata,” pesannya.
“Namun terkait penegakan aturannya kita serahkan kepada instansi terkait dalam hal ini Satpol-PP Jepara,” pungkas Kang Ni’am.
Dalam rapat paripurna ini pimpinan dan anggota fraksi di DPRD Jepara sepakat, menerima, dan menyetujui Ranperda RAPBD 2024.
Sedangkan Haizul Ma’arif Ketua DPRD Jepara dalam rapat paripurna ini mengatakan setelah menyepakati persetujuan bersama antara DPRD Jepara dan Pemkab Jepara.
Haizul Ma’arif berpesan kepada Pj Bupati Jepara dan Pemkab Jepara agar program yang sudah disetujui bersama bisa dilaksanakan tepat waktu, tepat guna, dan tepat sasaran.
