DPRA Minta Jabatan Pj Gubernur Aceh Dicopot MTA Beri Tanggapan

YUTELNews.com | Kondisi dinamika pembahasan Anggaran Pendapatan dan Belanja Aceh (APBA) tahun 2024 tampak memanas, Dewan Perwakilan Rakyat Aceh (DPRA) meminta Presiden RI, Joko Widodo mengevaluasi dan mengganti Pj Gubernur Aceh, Achmad Marzuki.

Wakil Ketua DPRA, Teuku Raja Keumangan (TRK), menyampaikan permintaan tersebut lantaran tidak terjalinnya hubungan yang harmonis antara DPRA dengan Pemerintah Aceh.

Padahal, kata TRK, dalam dapat rapat paripurna pengambilan sumpah dan pelantikan Ketua DPRA, Zulfadhli, pada 19 Oktober 2023 Pj Gubernur Aceh mengatakan siap membangun komunikasi serta menerima masukan dari DPRA. Hal ini terkait pelaksanaan pembangunan Aceh dan berkomitmen untuk melakukan pembahasan anggaran tahun 2024 tepat waktu.

Menindak lanjuti hal tersebut, DPRA langsung merespons dengan mengirimkan surat undangan rapat bersama Tim Anggaran Pemerintah Aceh (TAPA) terkait rancangan qanun perubahan APBA tahun 2023 dan rancangan qanun APBA tahun 2024.

“Namun Pj Gubernur Aceh tidak hadir dengan tanpa keterangan,” ujar TRK, saat konferensi pers, di Media Center Sekretaris DPRA, Selasa 31 Oktober 2023.

Lebih lanjut, surat kedua kembali dikirim DPRA berupa undangan rapat pembahasan rancangan qanun APBA tahun 2024 dengan agenda yang sama. Tetapi, Pj Gubernur Aceh juga tidak memenuhi undangan dengan tanpa alasan yang jelas.

Selanjutnya, DPRA kembali mengirim surat ketiga kalinya, hal rapat kerja Badan Anggaran DPRA bersama TAPA terkait pembahasan nota keuangan dan rancangan Qanun Aceh tentang APBA tahun 2024. Dalam hal ini, Pj Gubernur Aceh menanggapi undangan tersebut, namun absen karena di waktu yang sama akan mengikuti rapat koordinasi dengan Presiden RI.

“Tapi Pj Gubernur Aceh tidak menawarkan jadwal alternatif pertemuan bersama dengan Badan Anggaran DPRA versi ketersediaan waktunya,” katanya.

Kata dia, DPRA tidak bisa menerima sikap Pj Gubernur Aceh atas ketidakseriusannya dalam pembahasan APBA tahun 2024 dan DPRA akan melaporkan kondisi ini kepada Mendagri RI.

Setelah penyampaian nota keuangan dan rancangan Qanun Aceh tentang APBA tahun 2024, DPRA telah mengundang tiga kali Pj Gubernur Aceh untuk duduk bersama dengan Badan Anggaran DPRA. Namun undangan tersebut hanya dihadiri oleh TAPA tanpa kehadiran Pj Gubernur Aceh.

“Kehadiran Pj Gubernur Aceh dalam rapat tersebut sangat diharapkan untuk dapat mengambil suatu kesimpulan terkait dengan dengan kebijakan-kebijakan strategis terkait dengan kebijakan strategis diantaranya anggaran untuk JKA, PON, dan Pemilu 2024 yang harus dibahas bersama antara DPRA dengan Pemerintah Aceh sebelum ditetapkan menjadi Qanun APBA tahun 2024 dalam rapat paripurna.

Lanjutnya, DPRA sangat berharap pembahasan APBA tahun 2024 berjalan sesuai dengan tahapan yang telah diatur dalam UU Tetapi, apabila Pj Gubernur Aceh tidak menghadiri undangan yang telah disampaikan DPRA untuk membahas APBA, maka hal ini akan berdampak terhadap terhambatnya proses pembangunan dan pelayanan, serta perekonomian masyarakat Aceh.

“DPRA meminta Pj Gubernur Aceh agar menindaklanjuti arahan Presiden RI terhadap penetapan APBD tepat waktu,” tuturnya.

Sementara itu, Juru Bicara Pemerintah Aceh, Muhammad MTA, menanggapi permintaan Dewan Perwakilan Rakyat Aceh (DPRA) untuk mencopot Pj Gubernur Aceh, Achmad Marzuki.

MTA menegaskan saat ini Pj Gubernur Aceh tidak dalam kapasitas mempertahankan jabatan lanjutnya, jabatannya saat ini adalah penugasan oleh Presiden untuk memimpin Aceh masa transisi ini.

“Dan beliau fokus menjalankan kepemimpinan sampai akhir penugasan ini,” kata MTA, saat dikonfirmasi wartawan, Rabu, 1 November 2023.

Ia mengatakan sebelumnya pihaknya tidak ingin berpolemik terhadap penundaan berkali-kali pembahasan R-APBA 2024 oleh DPRA ini. “Kita berharap semua kita taat kepada aturan dan mekanisme yang telah mengatur terkait tata kelola pemerintahan yang baik,” sambungnya.

Lebih lanjut, MTA menjelaskan bagi DPRA, Peraturan Pemerintah (PP) Nomor 12 Tahun 2018 seharusnya menjadi rujukan yang sangat fundamental dalam hal dinamika ini. Apalagi, PP tersebut dengan sangat tegas telah dewan tuangkan juga dalam Tata Tertib DPRA pada Pasal 17 Ayat (3) bahwa Pembahasan Raqan APBA dilaksanakan oleh Banggar dan Tim Anggaran Pemerintah Aceh (TAPA).

MTA menuturkan TAPA selalu menghadiri setiap  undangan pembahasan anggaran dari DPRA. Artinya sebagai kepala daerah, Pj Gubernur Aceh selalu hadir dalam pembahasan anggaran dengan tupoksi TAPA yang diketuai oleh Sekretaris Daerah Aceh.

“Seharusnya DPRA menghormati TAPA dan aturan yang ada terkait pembahasan anggaran ini,” katanya.

MTA melanjutkan pembahasan anggaran tersebut diharapkan dapat membedah dan membahas setiap program pembangunan seluruh Satuan Kerja Perangkat Aceh (SKPA) Pemerintah Aceh, supaya benar-benar sesuai dengan cita-cita yang diharapkan oleh seluruh rakyat Aceh.

Lanjut MTA, tidak ada manfaat apa-apa bagi rakyat Aceh dengan membangun resistensi yang tidak ada manfaat ini. Pj Gubernur Aceh berharap DPRA dan TAPA bisa membahas APBA 2024 ini secara baik dan cermat agar dapat disahkan tepat waktu.

Harapan lainnya, lanjut MTA, Pj Gubernur Aceh ingin semua pihak tetap kompak dan bersatu untuk sama-sama membangun Aceh sesuai tugas dan fungsi yang kita emban. Dia mengatakan secara khusus kepada semua pihak baik secara personal maupun kelembagaan, agar dapat terus memantau dan mengontrol Pemerintah Aceh untuk terus memberikan pelayanan terbaik bagi masyarakat, demi Aceh yang lebih baik.
