Setelah dilakukan pemeriksaan sebagai saksi, kemudian dilakukan ekspose dihadapan Kepala Kejaksaan Tinggi Sul-Sel, yang menyimpulkan bahwa terhadap saksi IM telah ditemukan minimal 2 (dua) alat bukti yang cukup untuk menetapkannya sebagai Tersangka, serta Tim Penyidik mengusulkan untuk melakukan penahanan terhadap Tersangka tersebut guna mempercepat proses penyelesaian penyidikan, serta dikhawatirkan adanya upaya melarikan diri maupun menghilangkan barang bukti.
Penetapan status Tersangka tersebut berdasarkan Surat Perintah Penetapan Tersangka Kepala Kejaksaan Tinggi Sulawesi Selatan Nomor : 15/P.4/Fd.2/01/2024 tanggal 31 Januari 2024 atas nama Tersangka IM.
Terhadap Tersangka telah dilakukan pemeriksaan Kesehatan oleh Tim dokter dari Dinas Kesehatan Kota Makassar dan menyatakan bahwa Tersangka dalam keadaan sehat dan tidak dalam keadaan covid, selanjutnya terhadap Tersangka dilakukan penahanan berdasarkan Surat Perintah Penahanan Kepala Kejaksaan Tinggi Sulawesi Selatan Nomor : Print- 24/P.4.5/Fd.2/01/2024 tanggal 31 Januari 2024 atas nama Tersangka IM selama 20 (dua puluh) hari terhitung sejak tanggal 31 Januari 2024 sampai dengan tanggal 19 Februari 2024 di Lembaga Pemasyarakatan (Lapas) Kelas 1 Makassar, terangnya.
Adapun modus operandi dan perbuatan Tersangka sebagai berikut.
Bahwa Tersangka IM selaku Direktur Utama PT. Cahaya Sakti, bekerjasama dengan Tersangka ATL selaku Junior Officer PT. Surveyor Indonesia Cabang Makassar dan juga selaku Proyek Manager/Personal Incharge (PIC) (telah lebih dulu ditahan), dan Tersangka TY selaku Kepala Cabang PT. Surveyor Indonesia Cabang Makassar (telah lebih dulu ditahan), serta AH (Kabag Komersil 2) dan RI (Komisaris PT Cahaya Sakti yang masih dalam pemanggilan sebagai saksi) telah membuat RAB (Rencana Anggaran Belanja) total sebesar Rp. 30.547.296.983,- (tiga puluh milyar lima ratus empat puluh tujuh juta dua ratus sembilan enam ribu sembilan ratus delapan puluh tiga rupiah) untuk 4 (empat) pekerjaan/proyek jasa Pengawasan, Konsultasi dan Pendampingan yang seolah-olah sesuai dengan Kegiatan Usaha / Core Bisnis PT. Surveyor Indonesia. Selanjutnya Tersangka ATL mengajukan dropping dana RAB yang disetujui oleh Kabag Komersil 2 (AH) dan diteruskan oleh Tersangka TY ke PT. Surveyor Indonesia. Setelah dana didropping dari PT. Surveyor Indonesia, dan diteruskan oleh PT. Surveyor Indonesia Cabang Makassar ke rekening Tersangka ATL selaku Proyek Manager/Personal Incharge (PIC), dana proyek tersebut tidak dibelanjakan sesuai dengan RAB untuk 4 (empat) pekerjaan/proyek jasa pengawasan, konsultasi dan pendampingan, namun digunakan untuk kepentingan pribadi Tersangka ATL, dan diberikan juga kepada pihak-pihak yang terkait dengan PT. Basista Teamwork, PT. Cahaya Sakti dan kepada PT. Inovasi Global Solusindo dan juga diberikan kepada Tersangka TY, Tersangka MRU, Tersangka JH dan kepada AH, serta diberikan pula kepada Tersangka IM dan RI melalui Staf PT Cahaya Sakti yakni RYH dan beberapa pihak yang saat ini masih dikembangkan Tim Penyidik, Ungkapnya.
Adapun tersangka IM selaku Direktur Utama PT. Cahaya Sakti telah bekerjasama dengan Tersangka TY dan Tersangka ATL serta AH dan RI (Komisaris PT. Cahaya Sakti) untuk melakukan rekayasa pekerjaan Jasa Konsultasi Penyusunan Dokumen Teknis dan Administrasi Serta Pendampingan Permohonan Pembaharuan Ijin Pembangkit Tenaga Gas PLTG 4 x 7.8 MW Tarakan, Kalimantan Utara. Tersangka IM telah menerima sejumlah dana dari PT. Surveyor Indonesia Cabang Makassar melalui PT. Cahaya Sakti yang dimasukkan ke rekening staf PT Cahaya Sakti yang bernama RYH sebesar Rp. 4.480.000.000,- (empat milyar enam ratus dua puluh satu juta rupiah) karena kegiatan pekerjaan/proyek tersebut adalah fiktif dan uang tersebut telah digunakan oleh Tersangka IM untuk kepentingan pribadi, serta disalurkan kepada pihak-pihak lain (saat ini sedang dikembangkan Tim Penyidik), Ungkapnya.
Akibat perbuatan para Tersangka dan oknum-oknum lainnya menyebabkan PT. Surveyor Indonesia Cabang Makassar mengalami kerugian ( sebesar Rp.20.066.749.556 (dua puluh miliar enam puluh enam juta tujuh ratus empat puluh sembilan ribu lima ratus lima puluh enam rupiah) berdasarkan temuan Tim Audit Investigasi PT. Surveyor Indonesia yang terdiri dari Bagian Legal, Divisi Human Capital dan Satuan Pengawasan Intern, serta sesuai dengan Hasil Perhitungan Kerugian Keuangan Negara yang dikeluarkan oleh Kantor Jasa Akuntan Madya Pratama Consulting dan Keterangan Ahli Auditing.
Tim penyidik terus mendalami dan mengembangkan Calon Tersangka lainnya serta penelusuran uang serta aset, oleh karena itu Kajati Sulawesi Selatan menghimbau kepada para saksi yang dipanggil agar kooperatif hadir untuk menjalani pemeriksaan serta tidak melakukan upaya-upaya merintangi, menghilangkan atau merusak alat bukti serta berusaha untuk melakukan upaya untuk melobi penyelesasian perkara ini.
