Berdasarkan surat perintah penyidikan Kepala Kejaksaan Negeri Pangkep Nomor : PRINT-542A/P.4.27/Fd/10/2023 tanggal 20 Oktober 2023 dan Nomor : PRINT- 696/P.4.27/Fd/12/2023 tanggal 29 Desember 2023, telah dilakukan penyidikan atas dugaan Tindak pidana korupsi dalam pembangunan Saluran Irigasi (Tersier) Kabupaten Pangkep Tahun 2019 S/d Tahun 2023 Yang Menggunakan Anggaran APBN Pada Program P3-Tgai Kabupaten Pangkep melalui Balai Besar Wilayah Sungai Pompengan Jeneberang Satker Operasi Dan Pemeliharaan SDA Pompengan-Jeneberang.
Tim penyelidik Tindak Pidana Khusus telah melakukan pemeriksaan terhadap beberapa orang saksi serta mengumpulkan dokumen-dokumen sehubungan dengan adanya dugaan tindak pidana korupsi dalam pembangunan saluran irigasi dan telah berhasil menemukan 2 (dua) alat bukti sebagaimana pasal 183 dan 184 KUHAP, sehingga dari 2 (dua) alat bukti tersebut penyidik tindak pidaba khusus menetapkan MT selaku ketua induk perkumpulan petani pemakai air (IP3A) Tahun 2019-2023 yang semula statusnya sebagai saksi menjadi tersangka, ujar Sulfikar, Selaku Kepala Seksi Intelejen Kejari Pangkep.
Lanjut, adapun uraian singkat dari MT selaku ketua IP3A yakni : yang bersangkutan memprakarsai atau mengusulkan kelompok tani, untuk ditetapkan sebagai kelompok penerima bantuan dalam Program Percepatan Peningkatan Tata Guna Air Irigasi (P3-TGAI) dalam pembanguan saluran irigasi, kemudian proses pengusulan kelompok tersebut, MT yang menyiapkan seluruh administrasi yang dibutuhkan setelah para kelompok ditetapkan sebagai penyelenggara dalam program P3-TGAI dan telah menerima anggaran pekerjaan, MT memaksa memberi sesuatu, kepada kelompok tani penerima bantuan agar memberikan dan menyerahkan uang kepada Saudara MT dengan dalil biaya pengurusan kelompok agar ditetapkan dalam program ini.
Adapun dketahui jumlah uang yang diberikan dari kelompok tani kepada, MT jumlahnya bervariasi ada yang Rp. 10.000.000,- sampai dengan Rp.80.000.000,- / perkelompok, terangnya.
Sedangkan jumlah kelompok yang menyerahkan uang kepada MT dari tahun 2019 sampai dengan 2023 kurang lebih sebanyak 64 Kelompok tani dengan total uang sebesar kurang lebih satu setengah miliyar lebih, jumlah tersebut masih dapat bertambah padahal seharusnya MT selaku Ketua IP3A yang mempunyai kewenangan untuk mengkoordinir gabungan P3A untuk kegiatan irigasi tidak diperbolehkan untuk menerima atau meminta para kelompok untuk memberikan Sebagian anggaran dari program Percepatan Peningkatan Tata Guna Air Irigasi (P3-TGAI), katanya.
Disamping itu atas perbuatan MT, tim Penyidik Kejaksaan Negeri Pangkep menerapkan Pertama : pasal 12 huruf e UU. No. 20 Tahun 2001 tentang Perubahan atas UU No. 31 tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi, Atau Kedua : pasal 11 UU. No. 20 Tahun 2001 tentang Perubahan atas UU No. 31 tahun 1999 tentang Pemberantasan Tindak Pidana. Dengan ancaman pidana penjara seumur hidup atau pidana penjara paling singkat 4 (empat) tahun dan paling lama 20 (dua puluh) tahun dan pidana denda paling sedikit Rp. 200.000.000,- (dua ratus juta rupiah) dan paling banyak Rp. 1.000.000.000,- (satu miliar rupiah), tegasnya.
Demi kelancaran proses penyidikan serta dikhawatirkan Tersangka merusak dan meghilangkan barang bukti, maka tim penyidik melakukan penahanan terhadap tersangka sejak hari ini tanggal 23 Februari 2024 hingga 20 hari kedepan di Rutan Klas II B Pangkep, maka dari itu.
